Has 2 hospitals that are exempt from property taxes but require public services, externalities. Youngstown supplies water to approximately the northern half, annexation risk. Slums of Youngstown pushing into north Boardman, many aged apartment complexes ripe to become ghettos. Best to stay in the far south of Boardman, or to avoid altogether. Real estate market is high-risk except for rental units. Run by a political "cabal."
