The outer Cape is the best especially around the Cape Cod National Seashore as much of it is protected and unspoiled. You can breathe in the aromatic salty air out there like no other place as it really feels out to sea. Unfortunately much of Cape Cod is becoming "paradise lost" with crowds, summer traffic, and overdevelopment. Still they come back year after year because of those fantastic beaches.
