i think there should be rules but some of them go to far. the main concern should be the childs education but i have seen where the main concern is control issues . every child is different as we all are and each child and each situation should be dealt with individually. but sad to say we don't have the resources to make that always possible but to punish a child on a strict generic set of rules could be unfair and harmful to his education

Of course shools need rules, like any other society, organization, or enterprise. Standards need to be set and enforced, both for academic performance as well as for discipline. In my personal experience, sometimes the rules can be overly bureaucratic or restrictive - but it's a fault I've run into before both in the army and in government. Give administrators the power and they often do dumb, ill-considered things. There are times when the kids are smarter (or at least more sensible) than the administrators.

School rules must be completely followed and enforced always.
