He was a very active Vice President and a trusted Presidential adviser. Gore was instrumental in the success of the Reinventing Government Initiative, which led to substantial reforms of government agencies and their functions. During the impeachment trial, contrary to popular belief, Gore actually did express his disapproval of Clinton publically, but he of course was loyal and did not go around preaching on national television and calling for the President's impeachment so he could become President. Gore was a man of much more integrity than Clinton, and I believe that had he not been associated with Clinton and been Vice President under a more moral President, he would've won in 2000. Too bad his whole election campaign was based on ending charisma as we know it.
