I have difficulty parsing this one. Does it mean: (1) that people assumed he was an idiot but he turned out to be an imbecile? (2) that people thought that he was moronic, weak and lame but had no idea to what extent? (3) that people thought that he could only do so much harm in one or two terms of office? (4) that people thought he was merely stupid and green, but he also turned out to be reckless, arrogant, remorseless and dangerous? Whatever this is supposed to mean, it stands as one of the classic Bushisms, a statement that makes Dan Quayle come across like Einstein in comparison.
