Harry S. Truman

33rd President of the United States. Truman proposed sweeping Civil Rights reform that quickly failed in the Congress. Truman did, however, have success with ensuring the racial integration of the U.S. Armed Forces.

Unfortunately, Truman was not successful in getting any Civil Rights legislation through Congress, although he made it clear that he felt it was necessary.
