I'm very, very suspicious about the possibilities of fraud with this, not to mention the other usual high-tech problems that everyone who uses a computer knows all too well. I have a career in high-tech, and let me tell you--the more I learn, the more uneasy I become: there are simply too many ways for this to go wrong, and it is way too hard to go back and verify or recount. Let's not do this.
