Effecting positive change can only occur through citizen involvement. It all comes down to self-interest, especially on the part of politicians. Many claim that not being involved in the system is the biggest protest vote of them all, that simply abstaining will demonstrate severe disaffection. That is not necessarily the case, democratic systems with highly engaged electorates tend to have a more efficient and effective public sector. Politicians won't listen to your concerns if you don't vote and get involved, it's that simple. An element of collective action is involved. Most importantly, an unengaged citizenry will ultimately mean that the special interests (big business, unions) will get their way over the needs of the average person. This does not bode well for the maintainence of a pluralistic society. Don't complain when this happens.
