This info was leaked, and not officially released. Maybe I'm too cynical, but it really isn't surprising that any politician, not just Bush, would wait until after an election to ask for more money. I think it's just a sneaky trait that most politicians have in common. They care far more about getting elected than supplying the public with information in a timely fashion. On the other hand, wars aren't conducted for free.
