The Rock had all the in-ring and mic skills to be an all time great, however he chose a career in acting when he was in the peak of his career. While Stone Cold and The Rock both left wrestling at about the same time after a similar amount of time in the spotlight, I'm rating The Rock lower than Austin because he was younger than Austin, and he chose to leave in the peak of his career, where Austin didn't have much of a choice and retired because of a bad neck.
