One of the reasons illegal immigration from Mexico flourishes is b/c it is financially profitable for Mexico. Money sent to that country from emigrants to the US is the #2 source of national revenue (behind PEMEX, the national oil corporation).
The money is largely sent to relatives back home by wire transfer. My proposal: Tax all wire transfers of money five cents on the dollar, from the States to Mexico. Take the revenue and use it to bolster the coffers of the states hit hardest by illegal immigration. This should prop up the hospitals and school districts that have been hit the hardest in Texas, Arizona, New Mexico and California.
The problem/flaw with my idea is that it will give birth to a new system of financial exchange. A system like that employed in the Middle East which has helped to finance international terrorism would probably surface.
