Openly gay? As in, admitting they are if asked? Of course. By being open I assume you mean simply admitting it, and not talking about it every day and including it in discussions. No sane teacher, gay or straight, is going to talk about their sexual preference and relationships every day in class. They are there to teach, and their sexual preference shouldn't have an impact either way.
