How do I justify what? You justify calling someone a liar by proving they lied. Partisan accusations between the two political parties say nothing about lying. In fact even if Bill Clinton lied 10 times more frequently than any other presedent including G. W. Bush, Bush could still be considered a liar under the definition of the word.
