No one really "needs" a cell phone, unless for your job you're on call for most/all of the day (ex.: a surgeon or something). But, when I do (eventually) have a kid, I'd feel more comfortable if they had one when they start driving, in case they break down somewhere (I'll beat them over the head with it if they use it WHILE driving, though).
