Actually, Reagan dissolved the small business administration early in his presidency, and no, we haven't been doing a great job. The emphasis is always on the big ticket employers, even though small business accounts for 70 percent of the private sector employment in California.
(update) Okay, somebody emailed me and told me I'm wrong about the SBA. Temporarily recanting pending verification. I'm sure I screwed up, but I want to be sure.
(second update) I was wrong. Pres. Reagan tried to abolish it, but apparently didn't succeed.
