It depends on the situation to me. Sometimes single Moms want to know where their children are when they are at work. They need to know where they are so they can pick them up. But then again, if the kid has a quarter or some change in his pocket, there are phones all of the place. But then again, many of them are vandalized on a regular basis anymore. As for high schoolers with cell phones, I think they should be checked at the door and then given back at the end of the day. Many are not responsible enough to have them and are not needed during the school day. And that goes for the kids not in high school, too.
