I included this because the motivations of the crime are more often than not sexually inspired. However, it's possible to stalk and harass for completely asexual purposes. When it is sexual, it's probably closer to a peeping tom type situation, so this probably should have been merged with that choice.
But again, somebody rated this crime lower than a 5. Was that to distinguish between more serious crimes such as rape, or does somebody out there believe that such actions might on some occassion be warranted?
