Much of this has to do with the developer's lobby in the state, who want to build on swamplands which are ecologically sensitive (and also prone to flooding, being that they usually lower than the surrounding land). The developers and the builders along with the agricultural lobby really have a lot of inflence in the state capitol, so environmentalists end up on the losing end of a lot of political fights, although they have scored a few significant victories.
