he was an ok field commander with creditable tactics however his defense of europe (atlantic wall) was flawed as it was a fixed line, a flexible defense would have been more logical

Hitler wasn't giving him any supplies, sending them to Russia, and that made him have to change that stratagy. As well, due to a lack of resources(again Hitler sending them to Russia) Rommel could not stall the allied movement in Africa, and with most of the Panzer's in russia, Germany couldn't stall Two Offencives by the Allies.
