This is the worst. I have four daughters that I have to constantly remind not to use their cells while driving, and they all love to talk. Sometimes I'll get a call from one of them, and after a few minutes, I'll ask "What are you doing?" and they'll respond with "Oh. I'm on the way to the mall" or "I'm driving home". I give them a quick and loud scolding and hang up on them.
