Not too intelligent, and besides, he closed down many 'mental institutions', which is disgraceful.  Some of the most needy, sick people in our country were thus let out into the streets to become homeless because of Reagan's insensitive cuts!

Ordinarily a president lacks the authority to unilaterally "close down" mental intitutions. Were all the federal "mental institutions" closed down by some presidential initiative? I must have missed that one.
