(3=important, but not a life-and-death issue)
This one's a tough call; I see both sides of it.
On one hand, schools want to be able to have face-to-face contact with their students in an open learning environment, but on another many people view the full veil to be a requirement dictated by their religion. Personally, I don't like the idea of covering up a woman in the view that females are "property", but many Muslims (male and female) believe that it is a matter of modesty. Being an American (and one who is non-religious), I prefer that people be able to practice their various religious customs, so long as there is no one being hurt by those customs, and though the whether or not the scarf is "harmful" can be argued (it's probably more of a case-by-case thing), it is certainly not dangerous.
Regardless, there's a lot more pressing matters going on in the world than this, so while this is an issue that should be discussed, it doesn't rank too high in the list here.
