Swheat Scoop Cat Litter 2

My kitten is not using it. We don't know what to do. We have tried putting it in private spots, away from her food, we clean it twice a day, we make sure there's enough and we empty, rinse and fill her litter every other week. We are thinking of changing her litter box and the type of litter but we are not sure if that will make things worse.I appreciate any comments or ideas.
