Neil Peart would be the most technical drummer in the world, as being the best, that is like saying Steve Perry is the best singer in the world. It's all preference. Technically, Phil Collins or Bill Bruford are either on par or slightly below Neil. I personally would want Phil Collins more than anyone else. Neil sounds too technical, like a machine. Phil is more organic with more of a groove to his playing, which Neil still to this day needs help on. Neil could never swing as well as Phil. Those three are the best and honestly when you get that good, it's hard to judge one being the best
