Of course the NRA will point out that we already have strict laws banning bombs on planes and planes get bombed anyway. And furthermore, in the 1920's and 30's there were no rules banning bombs on planes and the incidence of plane bombings was much lower then, so the bans have actually had the effect of increasing bombings.
