The fact that women are generally underepresented in the HOF should be taken into account. But I never felt like anything groundbreaking was happening here. Ann Wilson could definitely sing, but I think Benatar, if we're looking at the period in question, was her equal. Prior to that era, we have Janis Joplin who was clearly a superior belter of the blues. Also, before Heart,there was another band fronted by two women, Joy of Cooking. They never achieved the popularity of Heart (although they received well-deserved critical acclaim), but Terry Garthwaite and Toni Brown were both fine singers, and Garthwaite was an excellent blues singer. Should they have had popular success? Find a copy of their album "Castles" and listen to "Let Love Carry You Along", then answer the previous question. If this sounds more like a vote for Joy of Cooking, so be it. If you vote big for Heart, do the same for J of K.
