Sometimes this could be true or the person may just be hard of hearing. Have you ever put on headphones in a library? With them on, you start talking to someone and quickly the librarian comes over to you with her finger in front of her mouth saying shhhhhh. The same is true for the hard of hearing; limit outside noise and you talk much louder.
