The job descriptions are too vague to make an honest price evaluation. Too much time wasted in trying to figure out what to charge. Don't waste your time.

I agree that project descriptions are usually horribly written, lacking details, and strongly hinting that the employer has no idea of what they actually want, (as if ICs are expected to be mind-readers), or what an IC must consider to thoroughly meet project requirements. Project descriptions I've seen almost universally neglect any indication of the myriad of details an IC must consider to preserve a reputation and satisfy an employer.

I disagree with the hassle of writing bids/proposals. That can certainly be very time-consuming. However, for those truly serious, and who treat their membership as a real business, templates can be a quick way to reduce the time required for proposals and RFPs. Preparing such bids is common to many jobs and many industries, and is a process that must be considered among a business's overhead, yet understood by employers to be something that should be part of the cost of completing a project.

When developing a proposal or bid, the bid should take into account the time and cost of its' development, and employers need to realize that. ("Real", i.e. trustworthy employers do realize it, and welcome a comprehensive bid, even if it's higher than they hoped for).
