Urban Rebirths and Comebacks

Right after World War 2, many, many, people left the inner cities and moved to the suburbs, leaving many cities in America, mostly in the Midwest and Northeast, in very bad condition. Since then, many have had a rebirth, are going through a rebirth, or desperatly need a rebirth. These are some of the cities that I would put into that category. Some may argue that they haven't come back, that they don't need to come back, or that they never will come back. What do you think? (5=has made a full comeback; 4=is in the process of rebounding; 3= has the potential to make a comeback; 2=needs a rebirth but probably won't have one; 1= total dump that just keeps getting worse..... If you can think of any more, please send me a suggestion.
