In U.S. diplomacy, too many factors are involved concerning dealings with sovereign foreign heads of state to acheive full success or failure. There can no standard set rules for dealing with each regime; and yet, time may have proven useful for RIA users to provide a clearer perspective and understanding about those historical situations with which they are familiar; many surely are qualified to give opinions without equivocation.
