Nations where Sizeable Minority Groups Receive Better Treatment than in the U.S.

I recently took a lot of heat (and "unhelpful" ratings!) for an assertion I made that Latinos and blacks face very little discrimination in present-day America. People were quick to disagree with me but most, when pressed, did not list specific countries where minority groups have it better (Drummond and Daedalus being the noteable exceptions). All right. Let's have a little substance. Please tell me which countries make the U.S. look bad on this issue in comparison. And if you have a country to submit, I will happily add it to the list. And by "minority group" I mean a minority in that particular country. 1=Harder on Minorities than the U.S.; 5=Better for Minorities than the U.S.

Star Rating Scale: 1 = A lot more disrim. / 2 = A bit more discrim. / 3 = Equal discrim. / 4 = A bit less discrim. / 5 = A lot less discrim.
