What Makes a Weblist "Rateworthy"?

What elements of a weblist jump out at you and make you want to rate it? It's my understanding that all weblists help generate money for RIA, and as such are all inherently good. However, some are better than others, and some veteran reviewers have shared a distaste for certain types of lists. Share what you feel constitutes a quality list.
