As a kid, this was one of my favorite cartoons, done by (I think) Bob Kane, the same guy responsible for Batman. In retrospect, it was a cheaply done, pretty uninspired cartoon series, but I loved it with a passion. Every day before school, I watched it religiously. In fact, when they pre-empted it the morning after Robert Kennedy was assassinated, I was disconsolate. My favorite villain, of course, was "The Frog", who had been given the voice of Edward G. Robinson as Little Caesar. There was another villain who was basically (at least as I remember him) a submarine periscope with arms, legs, and a big eye where the lens would normally be (and some sort of plant covering his genitals). One episode I remember he got thrown into prison for some offense, and the episode ended with him staring through the bars, piteously whining, "I can't never get a break", and a big teardrop falling from his eye, which always made me teary when I saw it (maybe that's where I got my early affinity for gangsters like John Dillinger and Legs Diamond?...I've got "Courageous Cat and Minute Mouse" to blame for that?). The NY Dolls did a sizzling version of the theme song, which, looking back on the show from the vantage point of adulthood, was its greatest asset.
