This tells me that a person that does this has not been a cat owner for very long. And let's say this does take place, guaranteed it will never happen again.

Even though cats are much more independent than dogs, always keep Fluffy restrained in a carrier....even though vets have been scratched by them a million times.

This one kills me...why wouldn't a frightened cat (especially if it is afraid of dogs) lunge out of the owners arms, and out the door into the busy street. Sorry, safer to bring cats to the vet in a carrier.
