Never met an Irish snob...at least here in the States...never been to Ireland. The true Irish people I know are fun loving and open minded people.

A Harp on the make, or worse yet having made it is a terrible thing to behold. Arrogant, stubborn, exclusive, and eager to rewrite their past. Tend to be found in business and politics, although the political version has a strongly "unsnobby" element as well.
I take some small issue with the good Dr. Entropy's review. He is correct in saying that its a contradiction in terms, and it does tend to the result of their being relatively few Irish snobs, but they more than make up for it with their diligence to snobbery. The phrase "lace curtain Irish" wasn't invented for nothing.

Far too masochistic and guilt-ridden to be an effective snob; an Irish snob is a contradiction in terms; unless, perhaps, he is a Kennedy. Bernard Shaw put it far better than I ever could:
"An Irishman's imagination never lets him alone, never convinces him, never satisfies him; but it makes him that he can't face realitynor deal with it nor handle it nor conquer it: he can only sneerat them that At last you get that you can bear nothing real at all: you'd rather starve than cook a meal; you'd rather go shabby and dirty than set your mindto take care of your clothes and wash yourself; you nag andsquabble at home because your wife isn't an angel, and shedespises you because you're not a hero; and you hate the wholelot round you because they're only poor slovenly useless devilslike yourself....And all the time you laugh, laugh, laugh!eternal derision, eternal envy, eternal folly..."
