I don't see the problem.  Cheney didn't want to talk about something, and said so, and stared Blitzer down.  I don't see anything wrong with it.  Reporters, and we the public sometimes feel a sense of entitlement to ask any question, know everything.  They and we don't like it when we get thwarted.  Too friggin' bad.

I guess  the option of issuing a death stare in response to a reporter's question is only available to Hillary.
