If this means the practice some have of assuming their region is more intelligent than another region, its high on the list (unless region A is Oxford University or MIT and region B is the management offices of the Oakland Raiders)

If, however, it means that a knowledge of geography puts you one up on those who have no such knowledge, its pretty neutral.
