Perhaps not the horniest, because we have to think that there's been numerous sexual encounters within the Oval office. Bill Clinton is by far the stupiest in that he isn't smart enough not to get caught. At least we didn't hear about Kennedy's affairs until years after his death.

Certainly the most famous horny US President. Not the busiest however. John Kennedy reportedly has hundreds of quickies while in office. The press was good enough to look the other way.
