I never had an issue with the Sacramento light rail. Fairly new and clean, comparable to Denver's in that regard. Fairly limited routes but the buses will get you where you need to be.

Rode it once and it was great. Though they have this weird way of handling your bike on board, the light rail owned by the Regional Transit System is new, up to date, and quite convienent, except for some stations in downtown- they serve some of them in one direction only.
