Just totally silly to me as this is likely how the natives do it. Putting this law in effect would tamper their culture.

It was typical for Indians (Native Americans) to fish this way. They would lure the fish into shallow water and Pffffttt! At least they knew what they'd be scaling and cooking. My dad said he used to fish like this when he was a kid, except with a spear. They called it sucker fishing.

It's almost impossible to catch anything this way, but I don't understand why it is illegal
