Oh, yeah, as if they know what human laws are. They have their own societies, and have their own psychology, but they do not care for this because, to us, they are almost always naked.
If it were pets, then it would be understandable, but being this vague does not make any sense; they have their rights to copulate anywhere they want since they have less advanced minds than us humans. In addition, (other than the owner there for the pet in these areas) if one does see this happen in these places, most likely it is an accidental viewing of a small wild species doing what they have to do for survival of the species. People running thse places have no responsibility over little organisms "getting jiggy."

I've heard teachers call their students a lot of terrible names, but referring to them as "animals" crosses the line.

And what does the neighborhood beat cop do if a Collie and German Shepherd attempt to violate this ordinance? Slap the cuffs on them and read them their rights? Lord, this one must have been dreampt up by Rob Reiner. He's attempted to have legislation passed about nearly everything else, so why not this?

I can't believe this is genuine. Who is going to enforce this law? A policeman telling the cats Hey break it up you kitties!

I'm trying to imagine a time in California when this problem was rampant enough to cause people to think an actual law was necessary to curb it. I wonder if they tried to change it to include hippies in the late 1960's?

The penalty for violating this law is, of course, compulsory neutering. Seems harsh to me but at least the punishment fits the crime. Here, kitty, kitty, kitty . . .

There's just something so evil about animals mating near a tavern that cries out for vengeance.

Where I live, almost all the dogs are strays. No matter where you look, there are dogs humping each other left and right! Who do you fine for these homeless animals?

Animals can't read! They have their own habits. Leave them be. They were here before we were.
