I used to fish with corn (not in Oregon). It works, but not that well, so it wouldn't bother me to live in a state with this ban.

this is completely understandable, the fish kept breaking their teeth on the can.

. . . I would be rather impressed if anyone can sucessfully use canned corn as bait, anyway.
