In 1939, the French government decided to create the "Festival International du Film" and chose Cannes because of its "sunny and enchanting location." The Festival gained in fame and became a meeting place for the international film scene. (Add picture)

They gave Björk best actress a couple years ago and the best film award to Dancer in the Dark. They have a history for awrding innovative and quality films without a baised toward box office success.
