Well, he never killed anyone or had anyone killed for nefarious purposes. You'd have to put Truman or Lincoln as more evil if you want to go by number of people killed by US armed forces during a presidency.

One of the most evil, crappiest, despisable, miserable scum of the Earth garbage who ever lived, he is responsible for the deaths of almost 100,000 innocent Iraqis and about 500 American soldiers-I rate him right up there with Pol Pot, Stalin and Hitler.

If anyone had asked me 4 or 5 years ago if Bush was evil, my answer would have been an emphatic "yes!" Now, I'm inclined to be a little generous, perhaps because he is leaving office on January 20. I think he was misguided on domestic issues, and extremely mistaken about Iraq. I see him as weak;technically he had the correct job experience as governor of a large state, but he wasn't presidential timber. He seems to think history will judge him kindly;only time will tell.
