 | oxenet (0) 03/28/2003 | Penn has been resting on its laurels for at least a generation, and simply hasn't kept up with with the leaders in the field - most of which are public universities that have an inherently better understanding of non-elitist primary/secondary curriculum and instruction.

theorists who simply enjoy piling on the work in order to legitimize their own PHD work. You have to agree with the professors to pass graduate courses. Do you have to be female or Jewish to get a break here?
