I've usually encountered this in LA or Anaheim, occasionally in San Francisco, absolutely NEVER in Oakland, Milwaukee, or Pittsburgh, and only seldom in Seattle. Other cities vary, but in my experience this is a North East, Florida, Dallas and South Cal phenomena. Nice to look at, but thats about it. An attractive Drunk Diane, determined to show why she's the hottest chick in Oakland after downing 9 beers is a lot more fun.
