It's just a piece of real estate. From most reports it appears that this happend more or less a year ago. I'm guessing the new owner is considering his options, but I really doubt they would include any Jackson related development. It's just another asset on the balance sheet of a large holding company now.

Whoever it is exactly that is in control of the estate has every right to do this if they want. My guess is it's the most likely option.
