Bush is a respectable 5"11, so I don't think he qualifies as a dwarf. Bob's description evokes a hilarious image of a rantin' 'n' ravin' psycho midget.

I don't think Bush is short enough to warrant being called a dwarf. Supposedly Bush watched some of Bob's little speeches and ended up being a big fan. I imagine he got a kick out of this one. Classic insult.
