Old Orchard Beach, ME 4

Yes, there are some kitschy aspects like the Pier and Amusement Park (oh and did I mention the Amtrak train that comes to town a regular basis?) but the beach is the draw. It is long (7 miles), sandy and dog friendly. Outside the hours of 10am to 5pm during the busy summer season and all other times - as long as your dogs are on voice control (stop and come immediately when you call) they can be off leash! Yippee! Yes, your puppies must be well behaved and you must pick up after them by law but what paradise for dogs and their humans!
