09/01/2003 | Mary (Cook) Carey has suggested that California imposes a special tax on breast implants and make lap danicing a tax deductable expense to encourage business to "grow". Although I figure one set of taxed implants would be cancelled out by all the extra lap dances that implanted dancers would perform, you have to admit she has made more concrete proposals than Arnold the Terminator.
